All city departments must submit a list to the Chief Data Officer a list of all of the datasets they own and maintain.
All city departments must comply with this policy.
The main requirements in the data policy is that the Chief Data Officer submit an implementation plan to the mayor and inform the city agencies what datasets will be made available and how. They must do this within 180 days of the effective date of the policy, Jan 1st 2015.

The policy defines Data as, "statistical or factual information in digital form which: (a) is reflected in a list, table, graph, chart, map, or database that can be digitally transmitted or processed; and (b) is regularly created or maintained and controlled by the City and is a “record” as defined in San Diego Municipal Code section 22.2602. A public dataset is defined as, "a Data Set that is available for inspection by the public in accordance with any provision of law and is maintained on a computer system by, or on behalf of, a City Department"
