In this artifact, knowledge is derived first and foremost through data. Although it is unclear whether the data itself is derived from the local (or where from or to it is circulating), the stakeholders here (Dalberg) and their audience (clients) are worrying about local governments’ knowledge gaps (“data gaps”) which can, they claim, become pitfalls for governments when “tackling important social challenges”.

They are also denoting the local as in local communities who will be able to use these “products and solutions.” Importantly, as stated in the Dalberg Manifesto, Dalberg belives that “marginalized people understand their needs far better than any outsider ever will. So, we listen. And we learn.”

Assuming marginalized people are thus both the designed-for and the local knowledge, Dahlberg additionally stakes their products and expertise on this dual position of the local, claiming that their international “reach grounds our work in a deep knowledge and understanding of how local communities are built." The manifesto of Dalberg additionally states: "And we use our scale, reach and connections to bring many local voices into the most exclusive conversations.”
